Gobierno o Colapso: Fortalezas y Debilidades del Parlamentarismo y el Presidencialismo en la Estabilidad Democrática
Resumen
El debate sobre el impacto de los sistemas presidencialistas y parlamentarios en la estabilidad o consolidación de los regímenes democráticos ha sido central en la Ciencia Política contemporánea. Este artículo ofrece una revisión crítica de una parte clave de esta discusión, enfocándose en la argumentación de Juan Linz, quien sostiene que los sistemas presidencialistas tienden a generar mayor inestabilidad democrática debido a las tensiones entre el ejecutivo y el legislativo. A partir de una revisión exhaustiva de la literatura clásica y actual, se concluye que, si bien la afirmación de Linz es válida desde un enfoque teórico comparativo de los sistemas, la variabilidad empírica dentro de los mismos revela que ciertos regímenes presidencialistas y parlamentarios poseen mecanismos institucionales más robustos para gestionar los conflictos entre poderes, lo que puede prevenir la inestabilidad democrática en contextos específicos.
